This is a clip of Michael Howard being interviewed on "Newsnight" by Jeremy Paxman. It's a simple yes or no question, but there just isn't an answer (he is a politician after all). The clip was shown on "Have I got news for you", hence the audience laughter.

Yeah it's real, it's a pretty infamous moment for the tory leader. This was back around '97 when Howard was Home Secretary.

Director of the Prison Service, Derek Lewis, wrote a book making the accusation that Howard had pressured him into firing prison governor John Marriott. Lewis argued against dismissing the prison governor and that Howard had threatened to go over his head and have the governor fired. Soon after Lewis was dismissed as Director of the Prison Service.

This shows Jeremy Paxman asking Howard twelve times if the accusations were true. The BBC later revealed that Paxman was stalling for time because the studio was having technical difficulties with a report that was queued to run next.
