a. they had infrastructure (aquecduct, roads)
b. the most organised militasry unit in the world

20/1 basically ll you need is for atleast one person out of that 20 to kill oneperson to win the war.

Thats why the roman empire was the greattest of all time. lasted for over 1000 years and advanced beyond its years.
