seriously, its easy to fool the cops, just switch plates, I got like....4 stes of plates, plus, you can easily outrun, their cars can't run faster than 140 mph
and the choppers cant fly into parking structures

Scatters are always fun. You also don't need many sets of plates. You can get a "hideaway" which is just a black plate that comes down to cover your license plate from the push of a button. They're are extremely illegal if you get caught with one installed though.
