In principle its all a about creating a very fluid, low-viscous but very stable mixture and let gravity do its bidding. Mainly used for precast concrete. Strength will be equal to normal concrete within 24 hours.

Pretty cool idea. You end up avoiding a great deal of extra work smoothing out the cement. Then again, I'd guess it would take longer to dry.

^^ No in this case it is "dry" within 24 hours to a strenght to which normal concrete would take 14 tot 28 day's.
Except for concrete does not dry, it hardens.
This hardening proces is a chemical reaction between cement and H2O.
So for it to harden correctly you want most of the water to stay in the concrete.
