The fence seems to be built on the ground with cement. Sincerely doubt that you can flip the fence, or drive around it. You heard the cop saying it's a dead end, don't really think you can see it as drive around the fence... and I give it the benefit of the doubt that this police officer knows his road. Baffling indeed...
