That's not concrete, that's reinforced concrete. The difference? At Hiroshima, some buildings at Ground Zero were made of reinforced concrete and they are still standing despite being at the epicentre of a nuclear explosion.

Your right Hydro033. Re-inforced concrete has rebar or maesh in it really not hard to make but hard when something hits it. As Nuke plants don't stand too high they can use a lot unlike say the WTC.
