The reason why we caught those "terrorists" is because they were going to:

1. Blow up the CN tower
2. Storm parliament ransom and kill our country's leaders
3. Behead our Prime Minister

Clearly if there was a government conspiracy here; they wouldn't have tried to kill the PM. So I'm pretty sure we have actually done some good here.
