A misplaced baggie that once held illegal drugs caused a fear of a terrorist threat lockdown at a county building Thursday. Authorities said they will not seek charges against the Pacific man who inadvertently sent a baggie containing a drug residue to the Franklin County Assessor's office.
The incident created an anthrax scare at the county building.
Officials at the assessor's office called police about 4:30 p.m. to report that they received an envelope that contained a very small ziplock baggie with residue from a "powdery substance."
The building was placed on lockdown until about 5:30 p.m., said Union Police Chief Norman Brune. A county haz-mat team and the Union Fire Protection District responded to the administrative center and secured the envelope and substance.
The baggie was inside a declaration page with the suspect's address, said Brune, and Pacific police went to the suspect's home.
The man said the substance was probably a controlled substance that mistakenly ended up in the envelope during a party and was later sent to the assessor's office.
Brune said no threat of any kind was intended.
"In essence, someone hid the bag of drugs in the envelope, without the subject's knowledge, and the envelope was subsequently mailed with the drugs inside," said Brune.
"He was not in possession of any drugs here in Union," he added. "Nothing was intentional so I see no criminal charges in Union."
