actually yeah they can. Does it mean I agree with it? No, but its free speech. You cant say that a word is alright in one situation and not the other. the word of the day should be context! is a word hateful? no. if a word is used in a certain way it can become hateful. in essence the word isnt racist, it is an evolution of spanish french and latin words all meaning black.
cracker and honkey on the other hand are racist words that can only be used in that sence. cracker has 2 different roots depending on what you believe, the slave driver cracking his whip all day or the sound of the slave masters skull being crushed. i for one am not a descendant of a slave master, nor from a family that had wealth and slaves so i cannot be called cracker in any sence yet if a black male was to call me cracker he would not be seen as a racist steriotyping sum1 because of their skin tone.
