They use a special lens to do this. It`s commonly known as "tilt-shift" (check youtube for some good ones).
The lens blurs the edges of the emage and super sharpens the center to create a super artificial view (toy-ish) in the center, and brings your eye to the center focus. The rest being blurry makes the rest seem big and non toyish.
