On the other hand. I can understand the mind of a perverted person in this situation. I mean look at the circumstances! Everyone is squeezed in the tram so tight that you could not move even if you wanted to. I remember seeing a clip of one of the tram operators literally pushing on some dudes ass. Trying to get him inside the fucking thing so the doors would close! So all you would have to do is scope out a victim. Position her between you and you`re partner and the surrounding environment does the rest for you.

Now I remember when I was in early grade school harassing the girls on the bus ride to school. Or in kindergarten when we got our nap time. I would try and find a spot were I could suck on a girls toes... THEY LIKED IT! and I never got caught! As I grew up and matured and realized that such vagrant behavior in public is anti-social. (Save the freaky shit until your back at you`re place!) I grew out of it... But don`t think those thoughts just went away!

Some people get to express those urges in a suitable environment. But some people can`t. And because they are repressed horny little monkeys that they are. There urges take control of there actions and you get situations like this. Plus there finding reinforcement of there actions online in those communities they mentioned in the clip.

If I was in the Japan metropolitan police. I would focus my efforts on destroying the communities that reinforce this behavior. Communities that gives them the confidence and support to do something like this. If you cut off there means of support and isolate these people from one another. I believe the majority of these people wouldn`t have the self confidence or the boldness to preform these acts.

Just my two-cents. I`m off to look at some porn!

Seriously though, Japan is a very shitty place to live. At work they have morning cheering up exercises to keep their employees from killing themselves. All their fuckedupedness that we enjoy is a result of their need for escapism. Also their culture cannot assimilate political regimes like democracy and what they`re left with is a very distorted kind of socialistic behavior in a free society, it`s really hard to explain.
