Nice, he took a genuine plea for help and turned it around on the community(nicely implying that he too is a part of that community) and that it is their fault for letting this happen, and that it is up to the individuals in the community to help this person, not the government.

YOu live in a system that promotes the idea of everyone for themselves, and no one should have to support anyone else, yet it is the responsibility of the community to look after everyone in the community?! Talk about you identity crisis!
