This is called "miniature faking". It is usually done with video editing software by blurring edges of the picture.

You can also purchase a tilt-shift lens for digital SLRs.

If you like this video I highly recommend you subscribe to mockmoon2000 on youtube.

Combine tilt-shift lens and an SLR camera that can record High-def video (like the EOS 5D MKII) and you can make time-lapse videos like these.
