I just read S.787. All it does is redefine "waters of the United States", with the intent of modifying 33 USC 1251 et seq. ("The Federal Water Pollution Control Act" / "The Clean Water Act").

Neither the Clean Water Act nor S.787 transfers ownership of any property or any water to the Federal government. S.787 merely makes this additional water subject to the environmental protections of the Clean Water Act.

The video correctly points out that the government cannot exercise eminent domain without compensating property owners. However, since no property is being seized in this case, this video looks like the work of the anti-environment ultra-right wing crowd who wouldn`t mind making a buck by dumping pollution into small streams, ponds, and the like.

Does anyone know who created this misinformation? I`d like to send them a nasty letter.
