Actually the human eye can detect moving objects from a rate of up to 20 fps... The only danger on the road is the sudden downgrade in the current road`s quality which aren`t detected.
Apparently, UK government didn`t check their data did they...

Every time you look over your shoulder, they come in and change 21 things on the road before you.... sometimes even putting a cyclist in the middle of the road.

What a load of shit.

The way our brains identify small changes in detail, like in this video, and how they spot moving objects, like a cyclist, are totally different.

For a start, our brains are excellent at tracking moving objects so much so that we can do it subconsciously - even if its just in the peripheral area of our vision. Identifying changes in detail however takes concentration, i.e. a conscious effort, and would be totally useless at helping to avoid running over cyclists - unless you were driving at 2mph and they periodically kept changing aspects of their appearance while not moving.

Pointless.
