The song is from an old (70s-80s) Russian TV-series. It`s very well known in Russia and is the unofficial Soviet/Russian Militia theme song. The TV-series is called "Investigation Held by Experts" (translit: "Sledstvie vedut ZnaToKi"). ZnaToKi (experts) is a composite of the first syllable of the main characters` (detectives`) names: Znamenski, Tomin, Kibrit

blade9z, 2 possible explanations why the chain didn`t break come to mind:
1. Perhaps, it`s because Russian cops are not as fat as their US counter-parts. US cops almost never do foot patrols. Instead, they have their asses permanently glued to their cars. They`d be too fat to fit on those swings.
2. The place that makes these swings was converted from an old Russian tank factory.
