Uh... the MUTCD does not allow speeds in MPH other than divisible by 5... so you can have a 5 mph or 10 mph speed limit on legal road... different story if you are on private property.

Next, I know that 8 km/h is exactly equal to 5 MPH, but MUTCD also states that speeds in km/h are to be posted at 10 km/h intervals... so that sign would also be against Code in North America.
