THey`re doing this because they are about to start drafting and they know that they are going to loose a lot of their young population to draft dodging so they need to recruit more poor folk. Mexicans make a pretty good start for that. It`s strange that they are trying to entice us Canadians down there though...fat chance of that happening! Hhaahhahaha
