Just from the picture, yeh. But "engineering wise", it was built to create a shortcut.

And the nerdy take is that the cool thing about this bridge is that the weight the bridge has to hold doesn`t change no matter how many boats are on it, because the boats displace exactly the same weight in water as however much the boats weigh.
