This was a test of a company doing researches on the internet to see how long it would take, once spread on the internet, to track back who those people were on the picture. The picture was taken in germany and they obviously did not have the powerplug connected.
It took users 3 days to find out who those people were.
Something simular was done with people riding in a car showing other cars original tickets for the world cup 2006 in germany and then loosing the tickets on the autobahn. On that case the company tried to see how quickly the file would spread.
