OK what that does, is it sets the bead so the tire CAN be filled with air.

Otherwise without the bead set the tire would not be able to be filled

^for bigbadjim and other non-mechanically inclined members-
The tire was damaged and completely disconnected from the metal part of the wheel. Air put into it would just escape out the sides, so they sprayed in some hairspray (or other flammable aerosol) and lit it- the resulting explosion put enough pressure inside the tire at once to force it to resume its original shape and set it back onto the wheel rim.

The tire may also be damaged in other ways, explaining why it goes flat at the end there, but now they can apply some run-flat compound and get it to a garage.

You`re pretty much right about everything, except it`s not an explosion. It`s a deflagration, not detonation. The aerosol-air mixture does burn fast, but the propagation of combustion through that mixture is slower than the speed of sound in that mixture so no shockwave is formed. And that`s the difference between burning really fast and exploding.
