Looks more like the first truck was going way too slow, car following was going same speed as the second truck.

Nope, if you look at the end u see a back up on the freeway already. Probably an accident ahead and the cop was serving as a warning to slow down, which is the usual thing to do when u see one on the side of a road not bothering anyone at the moment.

The first truck was traveling normally and slowed down. He then started to lean all the way to the left in the lane as he rolled up to the stoppage. The truck in front of him didn`t see the reason for the first trucks slowing and only realized when he saw the lines of cars ahead after the first truck started to change lanes. By then it was more than too late already.

You would think someone would have came to the logical conclusion that the officer was sitting that way so that he would be able to see something like this very thing happen so he could avoid it.
