True he was competative but he was also the first to perfect steroid taking techniques in conjunction with body building. He knew when to take them, how to take them. With what exercises and what diet to do so. He was also the first guy to go on stage and not just flex, he was the first to do thsoe weird statueque poses.

Think of it like this. For years guys just come up beefed up and muscular and here comes Arnold Juiced up, Dehydrated and oiled up doing these super Michelangelo's david poses and puts the competition in their place. He basically CREATED all of modern body building. (Including the steroid usage)

He's competative by nature yes but I guess you can't really fault him for that. Most professional athletes are.
