Dog Left Frozen Outside

What I don`t understand is how you could grow a border collie this fat? Not to mention that some sick person left it frozen to the ground for 12 hours.

U guys need to get a clue. It abuse to let it get in that state and abuse to leave in out in the cold like that.
If u cannot look after an animal properly, don`t keep one.
