This is actually a VERY old video. I think that this might have occurred during the 80`s. The bridge was supposed to raise for the boat but failed, so not the captains fault. Some sort of engineering failure. Saw this on History Channel at like 3am one day. Yeah, when they play really boring stuff that nobody gives a crap about.

EDIT:
God I`m stupid. Mistook this clip. The collision occurred in 2001, and Phanto is right. The bridge operator was drunk. Thinking of another collision in which the bridge failed to raise (or rotate?) because of an engineering failure.
