It's a cat's instinct. They originally do that on their mother's stomache to get the milk flowing from the gland.
Thing is though, cats are dumb enough to do that on just about anyone! They just do it when they feel comfortable. Damn cat of mine keeps doing that on my stomache. what the hell.
