Sorry to shit on the parade, but I don`t think it`s sewage. "Steaming" and "hot", toilet flush is not. Niether is it a uniform brown like that. I bet it`s boiler water, which is rusty because it is constantly recirculated in steel and cast iron pipes, boilers, and radiators. It`s also hot, and will be pumped at a constant flow like that because the pumps will keep going until some safety override turns them off. Whereas there are not usually pipes full of large volumes of sewage, they are built to constantly self-drain.

Well, I cant say what boiler water looks like in a school`s boiler but I am a control operator at a HP Steam Plant and when I do the water analysis its not brown. It`s pretty much clear. But were pumping chemicals/sulfite (removes oxygen from water) in it so rust does not occur inside. Clean boiler water is good boiler water :)
