I am not sure if the song in the video is by Lalo Schifrin (who originally did Mission Impossible OST) but the fast-tempo track on Whose Line sounds very similar to the TV series soundtrack from 1966-73. You can listen to samples on Amazon:

acks/dp/B000001P13/ref=sr_1_1?ie=UTF8&s=music&qid=1222238743&sr=1-1

But none of them are the same as the one you loaded up.

Maybe Whose Line just used a parody version. You could write to them and ask.

"... the works of jazz composer Raymond Scott (whose works are often used as background music for cartoons), and vintage "mood music" tracks from the library of British production music company KPM (composed in the `50s and `60s by such people as C. King Palmer, `Laurie Johnson` (I) and Jack Beaver)."

Fucking CLASSIC!
Watching Mochrie and Stiles is like watching Conway and Korman on the old Carol Burnett show!
Thanks for the ROFL!
