Poenaru is a tipical Romanian last name.
His first names are indication that he is a gypsy. Gypsies traditionally name their children after famous people/events. Their initial nomadic, illiterate culture was based on marking special events/celebrating famous people by naming their children after them. Having a first name like "Inundatia (flood), Ronaldo, Gems Bond, Bruzli" is not uncommon..
My guess, he`s probably the child of Romanian Gypsy immigrants.
