I might be wrong here and please....feel free to correct me. People who want commercials pay for a certain time. So as they get a nice commercial going when there are more watchers. Sorta like the Super bowl...but only dumbed down. Then again it may just be "Hey...play 32 of our commericals today at random intervals of your chosing".
