Speed riding is what this discipline is called. It started out when skydivers wanted to launch their skydive parachutes from the ground like a parapente. Nowadays the industrie has made canopies designed specifically for things like that (Search "Performance Designs Spire")

I am pretty sure this is from a Warren Miller film, and if I had to guess I would say Journey, he makes some of the best snow sport films, not just skiing of boarding, and he is an incredible producer.
