Breaking bones doesn`t really hurt. People think it would, but bones have no nerves. What casuse the pain is when/if the bone is jerkin into the tissue around.

I`ve broken 13 bones so far(arm is broken in 5 places from a car accident)

I have broken the fifth Metatarsal (which is located in the junction between the base of the Metatarsal and the shaft of the foot) on six instance`s. When it first occured, there was immense pain. From then on the pain abated the more I`d break it. The reason I share this is because this guy may well be an adrenalin junkie where injury is stereotypically common place. So in saying that, I`m guessing maybe that this isn`t the first instance of him breaking a leg and therefore he has grown accustomed to having it happen. Or maybe as BeagleBoy360 mentioned the broken bone may not have been in contact with any nerve endings which would ultimately cause the pain. Also being in the snow would desensitize any pain.
