This is a really bad photoshop.
Firstly, it is (as someone mentioned above) DIET COKE that does this secondly.

that "splurt" you see is done in photoshop.

In Adobe Photoshop:

Open up an image

Get the brush tool

Splatter thousands of little splotches of brown/golden dots

Go to FILTER > BLUR > RADIAL BLUR

Set the blur effect to "ZOOM"

Set the Amount to anything more than 40%

place the blurred particles on a new layer over an image of your buddy drinking coke and set the layers "blend mode" to "screen" and voila.

To get the effect of it going up his nose, it is the same steps but the Blur is set to "motion blur".

The rest is fine adjustments of lighting, composition and effect amount.
