I don`t think there was any ice. The first rider fell because he touched his brakes and I believe rain and oil from regular traffic (since this was a city race) added to the extreme slipperiness. You can see that those behind him never even collided with him directly (11 sec) but they still wiped out cause they hit their brakes in the same area reacting to the crash in front of them.

Little did they know that it was a catastrophic mistake causing the massive slip and slide to begin.
