Customs Gives Passenger Free Hashish

Customs officials have lost 124 grams of hashish they planted in an unknowing traveler’s luggage to train drug sniffing dogs, the head of Narita Customs said Monday.
Customs officials are banned from using travelers’ luggage for training practices, but one worker said it was common practice.
“We want to improve the sniffer dogs’ ability, so we have practiced this way several times in the past,” the official said on condition of anonymity.
Customs said the hash was stored in a metal container stuffed into the pocket of a soft, black suitcase belonging to one of 283 passengers traveling on Cathay Pacific Flight 520 from Hong Kong to Narita, which arrived at 3:31 p.m. on Sunday. The owner of the suitcase is unknown and passengers were not informed that their luggage would be used to train the drug-seeking dogs.

This is ABSOLUTELY unacceptable. There should not just be a serious investigation but there should be punishment of those involved in something like this. Why?

I`ve traveled in Asia, and even was "randomly selected" for a security check in Hong Kong (from which Cathay Pacific is based). I never trusted airport security, or any organization really even in the United States; however this makes me worry even more.

1: They shouldn`t be tampering with ANYONE`S baggage without cause or just at least for search only. Let alone placing illegal drugs.

2: Do you know how illegal "hash" is in most Asian countries? It will get you executed in Thailand, Singapore, and others. At the VERY least it will get you deported. How would you like to be some unlucky tourist that they decided to plant marijuana or some other illegal drug and be bound for Singapore. Oh yeah... I`m sure you can just call Cathay Pacific and they`ll smooth everything out for you!

3: Since when are illegal substances usable for training exercises on public ground on unsuspecting citizens and non-citizen. The fact that airport security can have access to planting illegal substances worries me.

This is absolutely inexcusable.
