A rubber bullet still can be lethal. It is actually not made of rubber, rather a bullet coated in rubber. At short range it can be lethal. It is recommended that a rubber should be aimed towards the targets floor. Where the ricochet will hit the target. Sometimes also called plastic bullets. Very commonly used in Asia, mainly in protests.
