lol, a African-American kid stealing cars at the age of 7, wasn`t oddest thing I saw in this video. The reporters name "Ted White". Ohh, so much irony in that name.

Even tough I don`t like to stereotype on colours of people and what they get up to. But this kid just help the case. I can see someone saying, he is starting at an young age.

In Canada you are responsible for any damage caused, or injury to human life if someone takes your keys`, and drives your vehicle[If key`s are not in a locked area]. A woman I know had a downstairs renter who wasn`t allowed upstairs, but he went upstairs and took her key`s off the counter, and then car for a joyride. He got in an accident, luckily no one was hurt, but she was at fault according to the law, for not having her key`s locked away. If he`d of killed someone, she would have really been in trouble, her insurance did not cover the damages, due to her not locking away keys`...
