Just to clarify. This isn`t a Muslim ritual. More of a cultural traditions, hence performed by both Hindus and Muslims. Both the religion don`t encourage, such acts. Mostly performed in villages. There are worse rituals/traditions in India.

Eat_P1e is right, this is not a strict Islamic ritual Muslim`s don`t wear the white lines on their heads , its from Hindu culture, where a person wipes dry Cow fices over their forehead to honor Hindu gods.

Some Muslims do this because their closest nabours are Hindus, which in result they happen to follow some of the Hindu traditions.

And for all of you who keep saying its a "Religious" thing, you may want to watch the video again, and listen to the fact its a "Traditional" and/or "cultural" thing.

Overall this baby throwing is a traditional thing among some groups which is not restricted or forbidden in Islam, although the use of cow shit on the forehead is forbidden.
