Definitely Montreal...

Educated french-Canadian people tend to speak with a france accent (it`s associated with academia like Canadians and Americans view the British accent).

The professor: Ca vas "how`s it going or what`s wrong"
The girl says "C`est parceque c`est vraiment deconcentrant... le "Up And Down" "

It`s distracting... the up and down [of his laptop]. Or literally, It`s de-concentrating, the up and down....

Use of English words like that tends suggest Quebec or more specifically Montreal rather than France. They don`t have what we call "Anglecisme" as much as Quebec does. In fact we have laws against it... much to my dismay. Thankfully they`re rarely enforced.
