that`s one fricken long bridge. i remember it being all over the news when they were building it. i believe most newer skyscrapers use similar swinging weights at the top floors to reduce swaying from winds. i stood next to some before, they`re pretty big

The swaying towers are a result of the lateral force of the earthquake applied at the base of the tower. The swaying itself is due to the period of vibration of the steel. Dampers can be used to counteract the period of vibration but, more often than not, another material with an opposite period of vibration is incorporated, along with the steel, to counteract the swaying . . . if anyone cares.

As a Civil Engineer...
Hydraulic dampers are definitely used in high-rise buildings to compensate for wind loads and earthquakes. There is also a system which has a huge weight (a pendulum) which counter-acts the force, not using hydraulics, but using the static weight to act the other way of the force.
Its a really sweet thing. Really great cutting-edge stuff. :D
