They need only to read the constitution to know the answer. It strikes me as dangerously political for a General of the Army to suggest he does not know the conditions that will, or will not allow an administration to attack another country.

Would we do our banking with an institution that had executives who claim to not be qualified to answer a question about the regulations that govern the banking industry?

Ya`ll are both wrong. The general still reports to and takes orders from the President. He`s giving no answer because anything he says could be misconstrued as support or dissent for attacking Iran. In actuality, he will support whatever decision the president will make, regardless of who the president is. I`m not supporting the war or bombing Iran but I`m a civilian and can say whatever I please. Petraeus is a General in the Army and doesn`t have the freedom of speech that we do.

Actually, as Ron Paul should know, the President can basically make war for 90 days without the approval of Congress.

Congress can however withhold funding for the Armed Forces.

The War Powers Resolution of 1973 lays out the details including the President`s duty to report to Congress what he has done within a certain period of time.

If I understand it correctly, the surge is General Petraeus` idea, not Bush`s.

Also, Geep67 is correct that there are instances when the president is permitted to use the military without congressional approval.

I ALSO thought it was quite absurd to see those two that are by their own admission "in charge" of the debaucle that is Iraq admit to their own bloody "incompetence".

^Saying that you`re not competant to comment isn`t equivalent of being incompetant in this case. They aren`t competant because the decision and power to make such a call is the President`s. If either had answered for the President, they would have been sacked quick. Ron Paul knows this or at least he should. If he wants an answer to that question, he needs to get George Bush up to Capital Hill not two flunkies.

The funny thing is, its not even Congress`s call if the President decides to send troops into an area. Congress can declare war but they do not control the military. They can withhold funding but they couldn`t issue an order to stop Bush because it is part of the limitations placed on their branch of government. In order to stop Bush from doing anything, they`d have to impeach him or get help from the third branch of the government to stop him. Unfortunately, to do so would take time so if the President did decide anything, they wouldn`t be able to prevent it, only act after the fact.
