If you actually think the "torture" of dumping water onto some one which gives them the feeling of drowning is torture. Then maybe you should see how the islamic extermist torture their prisoners.

Water boarding is far from beheading. If water boarding in turn leads to the prevention of a terroist attack such as 9-11 or even a smaller one, then do you really want to argue against doing that?

You can`t justify torture because other people do things worse.

Edit: Your argument of "what if it stopped a 9/11 time 100?" isn`t valid because torture isn`t an effective form of interrogation. It doesn`t make people tell the truth, it makes them say what ever they think will make you stop. Stop quoting O`reilly and start thinking like a compassionate human being.
