^ Yep, he has to play dumb. He was kept out of the loop on the most important policy decisions, and when he could be bothered to come off vacation (830-something days?!) and be present, he couldn`t understand half the discussion anyways.

Of course he COULD just study up on the decisions that get made for him, but that would be so out of character for Dubya that I think it would`ve scared the piss out of Cheney, Rummy, and Rove. So, he just has to "wing" it. And hilarity ensues.

i think he`s playing dumb too. if u listen or watch any of his speeches while he was governor of texas, he`s pretty eloquent, or at least he desn`t have these fake mess ups with words. either that or he`s suffered a stroke or has somekind of mind control thing in his brain that reduces his mental capacity.
