I`d say only in America, though i`m sure this shit and much worse goes on all over the world. Two wrongs don`t make a right, however, and so if the American election is to be taken seriously at all and the people`s rights and liberty upheld in any way, there certainly needs to be a whole new way of shipping and sealing these things, at least before November. It`s a total fucking joke how it`s done now. They might as well have seals attached with velcro.
