Where were the police? Why was the news on the scene before them? Why did the children move the child after such a fall? Why weren`t paramedics out there before the other children?

This is in the Philippines (SE Asia). Though it looks to be in the provinces not near any large cities (they have those kinds of towers to cross large rural areas). There wasn`t anything said about the child`s mental status though I wouldn`t be surprised if he was perfectly sane. Many children here are usually left to fend for themselves especially if raised by a single parent who has to work most of the day (day-care centers are virtually unheard of here). Unfortunately theres also a culture of celebrity in this country so it`s more likely he`s just trying to attract attention (we call it KSP here which stands for kulang-sa-pansin).

As pathetic as THAT sounds, the guy at the end of the clip basically admitted to SHOOTING the kid while he was on top of the tower. His reason was that the kid has been a constant pain for a long time so Im guessing this isn`t the first time he`s done something of this nature.

There are no paramedics here because hospitals and clinics in this country are few and far between and the few we do have are severely undermanned and under supplied. So expecting an ambulance in the middle of nowhere to wait on an accident waiting to happen (it hadn`t happened yet when the news team arrived) is like expecting clean hot water in a refugee camp.

The news team was probably there because someone called them, most likely. Again, the celebrity culture and all. The police seemed to have been there, however, so there`s some support from local government (sort of).

And yes, this country stinks and doesn`t take care of it`s children. So feel fortunate to be in your 1st world countries, despite hating your corrupt politicians and neo-nazi cults.

He won`t have mental problems because he died from the fall. And YES he did get shot:

Translation:

They immediatly spotted the suspect, Kagawad Herona, who was arrested by police. He even boasted about the shooting.

BTW he was shot while he was still dancing on the tower. He was already wounded when he was hanging on. So the kid probably wouldn`t have fallen for at least a few more hours at least. I`m certain of this because they said he hung on WITH a bullet wound for 5 minutes before succumbing to his injury and falling from the tower.
