Opperator : The ninja's purpose is not to 'freak out and kill people'. The ninja uses psychological warfare to complete his mission. Ultimate goal is to not be seen, thus no need to kill. Unless of course the mission is an assassination- but even in that case, the only one you'd want to kill would be the target - no trail, no trace.

Damn kids, thinkin' a nightsuit and tabi boots is what makes a ninja.
