I myself do not like scientology. Though, as a person with security experience I have an opposing view on the purpose of this film. First let me point out those are some crappy security guards they have stationed over there at scientology. Though, on the other hand the person filming this scene actually was the real cause of all the conflict in the film due to his own actions, it has nothing to do with Scientology. Just like the 1st security guard said was that he had confronted the filmer before outside the building for whatever reason and on top of that the filmer had called the security guard a jerk (which shouldn`t, but gets the security guard more emotionally involved, it`s human instict). So, that means he has caused conflict with the security at scientology before making him a marked target by showing his face up again and sollicitating at the scientology headquarters. Now, since the person continues to film the building it`s only standard procedure that the person should be followed at all times cause he`s a suspect character now. As for the 2nd security guard, I think he went along and played the person`s game to reflect the idea "how would you feel if someone was filming you all the time for no reason", but even if that wasn`t the case you could still say that for security purposes it`s his duty as a security officer to make an entry of the person filming the building because he could be a threat to the building or a person. (You don`t know what the real reason a person`s filming the place for, it could be for arson, breaking and entering, or maybe there looking for someone in particular and has intentions to do harm.)
