Well that makes perfect sense, it can blind someone(if you get paint in your eyes its not going to help to see, and you can add alot of wierd chemical into the solution to give it a mace-effect), hurt them(its still a glass ball), mark them for easy detection(a person with orange paint all over them tend to be very easy to spot in a crowd) and is non-leathal.

koryo: Very often the more advanced a civilizations is the simpler the solutions are. For example, a car is much simpler to operate and take care of than a horse, a robot is much easier to take care of and produce than a slave, a gun is generally simpler to make and physically easier to use than a sword or a bow.
