I don`t think Ryan was stumped. He just plain hates hoedowns (Check wikipedia for more info. I`m too lazy to copy and paste it for you bastards)

Edit: Alright, I was on the run earlier, buh here`s the site: http://en.wikipedia.org/wiki/Ryan_Stiles.

To make things short it says: "He passionately despises singing in the Hoedown segment of Whose Line, to the point that he often ad-libs various insults at the expense of hosts Clive Anderson or Drew Carey during the segment, or at the hoedown itself. In the Season 1 DVD special features, one gag reel shows Ryan singing:"
