It doesn't even look like ice to you upon reviewing the thermal, radio or spectrographic surveys? What the hell are we sending billion dollar satellites into space for; we could have just SHOWN YOU some pictures and YOU could have identified the composition of all the planets.

when planets stop growing it means that they have either lost all heat at the core (becoming a rock), or all the ice on the planet/moon, has dissipated, thust stopping all major movements of the surface.

Our moon is not expanding though, it is basically a floating rock, the only expansion it will have is from objects hitting it.

Europa experiences planetary forces from Jupiter through two folds. One it is experiencing oscillation of gravitational strength from orbitting Jupiter. Periodically it contends with stronger and weeker forces between it and Jupiter. Since Jupiter is a planet with strong gravitational force, it essentially exert an unbalanced pull on the surface, causing cracks to develop on the ice.
Two, Europa orbits through Jupiters magnetosphere. With no atmosphere on the surface, solar radiation can ionize the surface of Europa. Physics dictate that when free charge moves perpendicular to a magnetic field, a force will be exerted on the object that is perpendicular to both the direction of motion and the direction of magnetic field. This force will pull on the surface causing distortion and cracks to form. Since the moon is made of water, cracks will lead to melt water erupting onto the surface and causing new ice to form.
Also we can not neglect the thermo activity underneat Europa. Io experiences similar effect by Jupiter as Europa, but due to a lack of water, we can observe the vast amount of vocalnic activity on the surface. A layer of ice is covering Europa, thus preventing observation of vocalnic activity underneath it`s layers of ice sheet. In Iceland, volcanic activity can cause ice plates to shift and collide with each other, forming ridges and valleys. Where cracks form, water quickly freezes, forming new ice. Thus it is highly possible that Europa operates on the same principle.
